Where is the DVS zone?

HGV fleet operators with vehicles over 12 tonnes gross vehicle weight must obtain an HGV safety permit before operating those vehicles on any public road in Greater London.

However, the language and terminology used when referring to “Greater London” can cause confusion for operators who are unsure exactly where the DVS applies and where it is enforceable.

Where does the DVS cover?

The Direct Vision Standard covers all 32 London boroughs and the City of London, broadly within the Greater London boundary (inside the M25).

How does it relate to ULEZ and LEZ?

It is important to know that ULEZ, LEZ and DVS operate within the same geographical area, but they are separate schemes with different requirements. The area covered includes all 32 London boroughs and the City of London.

What time does the DVS operate?

The Direct Vision Standard (DVS) and HGV Safety Permit Scheme operate 24 hours a day, 7 days a week for lorries over 12 tonnes gross vehicle weight.

This differs from schemes such as the Congestion Charge and Blackwall and Silvertown tunnel charges, which only apply during specific operating hours.

Is London’s DVS expanding nationwide?

The UK government has said it is exploring changes to the law that could require HGVs across Great Britain to be fitted with safety technology similar to London’s Direct Vision Standard (DVS) and Safe System requirements. This work is at an early “options” stage, and there is no confirmed start date, final scheme design, or list of locations yet.

Why is the HGV safety permit required?

This permit is required to comply with the Direct Vision Standard (DVS) and HGV Safety Permit Scheme, which form part of the Mayor of London’s Vision Zero plan. Vision Zero aims to eliminate all deaths and serious injuries on London’s transport network by 2041.
