What is the progressive safe system?
The Progressive Safe System (PSS) is an updated safety standard introduced under the Direct Vision Standard (DVS) and HGV Safety Permit Scheme in London. It is designed to further reduce collisions involving HGVs and vulnerable road users such as pedestrians and cyclists.
The PSS builds on the previous Safe System by requiring newer, more intelligent technologies that actively assist drivers in real time. These systems are particularly aimed at eliminating blind spots and warning drivers when vulnerable road users are in critical areas around their vehicle. From October 2024, the PSS became mandatory for all zero, one and two-star rated vehicles operating in London.

The progressive safe system features 7 requirements. These include

Camera Monitoring System (CMS)
A Camera Monitoring System (CMS) must be fitted to the nearside of the vehicle, to eliminate the remaining blind spot at the nearside. A CMS can also be used as an alternative to fitting Class V and VI mirrors.

Class V and VI mirrors
Class V and VI mirrors, or a CMS that replaces the mirrors, or a combination of both, must be fitted to the front and nearside of the vehicle.

Blind Spot Information System (BSIS)
A Blind Spot Information System (BSIS) must ensure full coverage down the nearside of the vehicle to detect vulnerable road users. It must not activate in relation to roadside furniture or stationary vehicles. This aims to prevent collisions with vulnerable road users during left turns.
For example, an AI camera‑based Blind Spot Information System (BSIS) provides full nearside coverage, detecting vulnerable road users and warning the driver, while avoiding activation for roadside furniture or stationary vehicles, in line with TfL’s Progressive Safe System specification.

Moving Off Information System (MOIS)
A Moving Off Information System (MOIS) must be fitted to the front of the vehicle, to warn the driver of the presence of a vulnerable road user and prevent collisions at the front blind spot zone when a vehicle moves off from rest.

Side under-run protection
Side under-run protection must be fitted to both sides of the vehicle, except where this would not be practicable.

Audible Warnings
Audible warnings must be fitted to provide an adequate warning to road users when a vehicle is turning left (or turning right, for left-hand drive vehicles). This makes sure that compliant vehicles can warn of an intended manoeuvre.

External Warning Signage
External warning signage must be displayed on vehicles to provide clear visual warning of the hazards around the vehicle.
