EBPMS, or Electronic Brake Performance Monitoring System, is telematics technology designed to help fleet operators continuously monitor, analyse, and record the braking performance of commercial vehicles, particularly trailers, during daily operations.
With EBPMS, operators can utilise real-time, continuous monitoring to meet compliance requirements, reducing the need for frequent physical brake tests and minimising associated downtime.
Compliance
EBPMS is crucial in assisting fleet operators and transport managers with fleet compliance. The Driver and Vehicle Standards Agency (DVSA) have introduced new, stricter brake testing requirements for all trailers and heavy vehicles, with specific provisions regarding Electronic Braking Performance Monitoring Systems (EBPMS).
From April 2025, the Driver and Vehicle Standards Agency (DVSA) requires that all UK trailers (and HGVs) undergo four evenly spaced laden roller brake tests (RBTs) per year, this can include the annual MOT test, unless operators can continuously prove braking compliance using a DVSA-compliant Electronic Brake Performance Monitoring System (EBPMS).

All UK trailers must undergo four laden roller brake tests (RBTs) annually, spaced evenly throughout the year, unless they are fitted with an Electronic Braking Performance Monitoring System (EBPMS).
For operators who choose to install a compliant Electronic Braking Performance Monitoring System (EBPMS). By continuously monitoring and reporting braking performance, a functioning EBPMS can replace the need for three of the annual RBTs.
It’s important to note that even with an EBPMS in place, the annual MOT test, which includes an RBT, will still be necessary for most vehicles.

Without EBPMS
If an EBPMS is not in use, every safety inspection must include a brake performance assessment, usually a laden RBT. Where laden RBTs are not feasible, a decelerometer test with appropriate documentation or a detailed risk assessment by a competent person is required.
This will involve more frequent scheduling, operational disruptions, and increased costs for transporting, loading, and testing trailers
