What Is The Direct Vision Standard?
The Direct Vision Standard (DVS) measures how much a driver can see directly through their vehicle’s cab windows. This visibility is crucial in assessing the potential risk to vulnerable road users, such as pedestrians and cyclists. Each vehicle is given a star rating from zero (limited direct vision) to five (excellent direct vision). The star rating is based on the vehicle’s design and is fixed at the point of manufacture.
Direct Vision Standard Requirements Are Changing
In October 2024, the new Progressive Safe System replaced the previous Safe System and is now fully in effect. Through conversations with our customers, we’ve found that they may:

Who Is Affected?
If you operate HGVs over 12 tonnes GVW that operate or travel through most of Greater London, it is important to be aware of the Direct Vision Standard (DVS) and HGV Safety Permit Scheme requirements. We could also see similar schemes like this one applicable to other UK cities in the future.
Operators whose vehicles do not meet the new minimum DVS star rating (3 stars) must now ensure that their vehicles are fitted with the latest safety measures in line with the new Progressive Safe System in order to obtain a valid HGV Safety Permit.
What Is The Progressive Safe System?
The Progressive Safe System (PSS) is the updated safety equipment standard introduced in October 2024 for HGVs that do not meet the minimum three-star DVS rating.
It includes a combination of cameras, sensors, audible warnings, mirrors or equivalent systems, signage, and physical protections designed to improve driver visibility and reduce the risk to vulnerable road users. The modelling used by Transport For London to develop the DVS has since been adopted by the European Union, the United Nations Economic Commission for Europe (UNECE) and other international bodies.
What Vehicles Are Affected?
Progressive Safe System is required for all zero, one and two star rated vehicles operating in London.

Progressive Safe System Requirements For 2024
Starting October 2024, the HGV safety permit’s existing Direct Vision Standard Safe system will be replaced by the Progressive Safe System.
A fully operational camera monitoring system must be fitted to the nearside of the vehicle, to completely eliminate the remaining blind spot at the nearside
Class V and VI mirrors, or a camera monitoring system that replaces the mirrors, or a combination of both, must be fitted to the front and nearside of the vehicle. These should be fitted in compliance with UNECE Regulation 46
A blind spot information system, with active sensors that gives adequate warning to the driver of the presence of a vulnerable road user, must be fitted to the nearside of the vehicle in accordance with the technical specifications for the PSS. A vehicle that demonstrably complies with UNECE Regulation 151 will meet this requirement
A moving-off information system must be fitted to the front of the vehicle to warn the driver of the presence of a vulnerable road user, in accordance with the technical specifications for the PSS. A vehicle that demonstrably complies with UNECE Regulation 159 will meet this requirement
Side under-run protection must be fitted to both sides of the vehicle, except where this is demonstrably impractical. This equipment must be fitted in compliance with UNECE Regulation 73 on lateral protection devices
An audible vehicle manoeuvring warning must be fitted to provide an adequate audible warning to vulnerable road users when a vehicle is turning left
External pictorial stickers and markings must be displayed on vehicles to provide adequate visual warning to vulnerable road users of the hazards present around the vehicle

DVS Star Rating
The Safety Permit Scheme uses a star rating system of zero to five stars to rate visibility and safety of Heavy Goods Vehicles (HGVs). As of October 28, 2024, the minimum safety rating for HGVs to receive a permit without a Progressive Safe System (PSS) has been raised to three stars. HGVs with a zero, one or two star rating must now install additional safety equipment to meet the updated safety requirements.
Progressive Safe system (PSS) Requirements
The update to the Direct vision standard places a greater emphasis on the operator’s responsibilities. It is up to you the operator to ensure that your vehicles are equipped with fully operational safety features such as blind spot and moving off information systems. Operators must also ensure that any camera equipment and associated data recording, storage, and use adhere to the General Data Protection Regulations. Determine Safety System Requirements and Permit Eligibility
- If your HGV is three stars and above apply for your permit
- If your HGV is rated zero, one or two stars, you will need to fit the Progressive Safe System.
